Is the aviation industry of the 21st century safe? In the past ten years, the number of aviation accidents has decreased both in general and commercial aviation. Still, there is a growing concern throughout the industry of a slow deterioration of safety systems. In this module, we will study aviation safety systems, particularly the Safety Management Systems (SMS), as a proactive way to manage safety risks.
Reclaiming the Sky told about people whose lives were forever changed on September 11, 2001. On that day, the entire worldwide aviation security system was revolutionized. In the USA, the Transportation Security Administration (TSA) was hurriedly established by the Aviation and Transportation Security Act to secure our nation’s transportation systems. Today, the TSA has 43,000 security officers, inspectors, directors, air marshals, and managers who protect the nation’s transportation systems. TSA’s charter goes far beyond airport security. They inspect rail cars, patrol subways, screen passengers, and baggage on cruise ships, and work to make all modes of transportation safe. Initially, TSA’s emphasis was on Part 121 commercial aircraft, all passengers and luggage was screened prior to flight. The security system for General Aviation lagged behind before procedures were established for this area. In 2010 air cargo screening was instituted. In this module, we will concentrate on aviation security for Part 121 cargo and passenger aircraft as well as General Aviation aircraft.

7. Define the roles and structures of the Department of Homeland Security (DHS), Transportation Security Administration (TSA), and General Accountability Office GAO.
8. Analyze the 21st Century Security Challenges that GAO has identified for Homeland Security.
9. Illustrate how each of the 20 layers of security employed by the Transportation Security Administration (TSA) is capable of stopping a terrorist attack.
10. Analyze the layers of security for General Aviation.
