1. Executive summary—statement of problem, why it is important
2. Describes the problem in detail,
3. Identifies the key institutions and individuals relevant to the problem and its solution,
4. Lays out several alternative approaches to solve the problem,
5. Discusses the approach used to choose among the alternatives,
6. proposes a preferred approach, and
7. Outlines how to implement it.

• A statement of the issue (or problem) and why it is important,
• Identification of the key stakeholders,
• A brief background description of the issue(s) involved,
• Alternative approaches to resolving or addressing the issue,
• The approach and/or rationale for choosing among the alternatives,
• Your recommended solution or argument, and
• The approach to implementation to include impediments to be overcome.
