This is a 3-credit course, offered in accelerated format. This means that 16 weeks of material is covered in 8 weeks. The exact number of hours per week that you can expect to spend on each course will vary based upon the weekly coursework, as well as your study style and preferences. You should plan to spend 10-25 hours per week in each course reading material, interacting on the discussion boards, writing papers, completing projects, and doing research.
Course Description and Outcomes
This course is designed to provide the student with an understanding of the major public administration theories influencing the discipline, the role of the public bureaucracy in American society, and the interplay of politics and public administration at the national, state, and local levels. This course also serves as an introduction to public administration. During the session, students will review topics generally associated with its study and practice such as ethics, social equity, organization theory and behavior, public policy formation, public management, administrative reform, performance management, intergovernmental relations, leadership, human resources, and public finance.
Through course content, readings, class discussion, current events analyses, students will become familiar with the primary issues and challenges facing public administrators today at the local, state, and national levels. In addition, the core of public administration is critical thinking, critical reaction, and the ability to link theory and practice. As such, students will deconstruct common assumptions about politics, public policy, and current events and reconstruct those into policy positions that draw on student’s own knowledge, logic, and reasoning ability. Finally, students will practice the art of taking nothing at face value, while being conscious of how their own worldview, values and norms shape thinking.

2. Are political pressures for performance a common or an uncommon part of public administration?
Write a 2- to 3-page (not including the title and reference pages that are required) response in essay form that takes into account your synthesis of the case study supported by the module content. OPTION #1: Select Current Policy Issue
The Portfolio Project deliverables consist of three sections. This is the first section. The second section is delivered in Week 5, and the third section will be completed in Week 8. SAMPLE
In this first section, you will submit an essay of 3-4 pages in length, in addition to the title page and reference page that you must include. Research a current policy issue using various news and journal sources. Examples of policy issues are utilization of computers in government, poverty, the community drug problem, homelessness, the city planning process, the role of government in controlling crime, local taxation, the prison system, and public health. You do not need to obtain prior approval for your selected topic, though you may submit to your instructor for feedback if you request it. Your analysis will include: a) a detailed statement of the issue b) the organizations, interests, and officials involved in the issue c) an explanation of the connection to public administration, and d) a general analysis of the issue. You must review and critique at least three journal articles, which must come from a peer-reviewed journal in your field of interest. Acceptable journals include: Public Administration Review, Administration and Society, Public Administration Quarterly, International Journal of Public Administration, Public Budgeting and Finance, Review of Public Personnel Administration, Policy Studies Review, Journal of Policy Analysis and Management, Policy Studies Journal, American Review of Public Administration, Journal of Public Administration Research and Theory, and Journal of Public Policy. The article reviews should:  clearly identify the paper’s research questions/hypotheses  identify the author’s assumptions  evaluate the strengths and limitations of the research design methods and measures used, and  evaluate the implications for policy and practice.

The Portfolio Project deliverables consist of three sections. The first section should have been submitted in Module 3. This is the second section. The third section will be completed in Week 8.
In this section, you will define the stakeholders for your chosen topic, present the policy options, and develop an opinion about the problem. In this section, you will analyze the issue.

b) What are the existing alternate policies to deal with this issue or problem?
c) Are the existing public policies effective to deal with this issue or problem? Identify any gaps or conflicts in the sources, and offer your opinions and analysis, where appropriate.
d) Is there any current or pending legislation related to this issue? If so, identify the bill number and discuss the status.
e) What is your position on this issue?
As part of your paper, you should conduct a SWOT analysis and explain the results.
Your paper should be 3-4 pages in length, in addition to the title and references pages that are required. Use a minimum of three peer-reviewed sources to support your conclusions. Week 8 Deliverable (Section 3): Policy Position and Recommendation:
At this point, you have researched the issue, defined the stakeholders, and developed an opinion about the issue or problem. Public administrators must make practical and informed decisions and propose solutions to problems. In your third section, you will develop a policy perspective that takes into account the information and data you have assembled in the first two sections. Be sure to address the following questions:
a) Articulate your recommended policy clearly and practically.
b) Why and how is your recommended policy better than existing policies for this issue?
c) What are the financial requirements and/or implications of your recommended policy and how are they addressed in your plan?
Your paper should be 3-4 pages in length, in addition to the required title and reference pages. Incorporate a minimum of three peer-reviewed sources to support your conclusions.
